Okay so had a dig through my books etc. and I would say some are either Dimestore from the USA or in the style of. Swabing the deck certainly are. The infantry group in paler blue appear to be the same in style to a set they did of interwar German troops. I've checked my Dimestore collectors guide but it doesn't list everything. I think The Old Toy Solider mag did some articles about the overseas figures made in the Dimestore style. I've had a look but can't find the right issue in my collection.
